National League of Associations of Mayors from Moldova pleading for objective and constructive partnership in developing local public administration

The Council of the National League of Associations of Mayors from Moldova (NLAMM) is pleading for an objective and constructive partnership in the process of developing the local public administration and is asking the Parliament to include the League into all the work groups for developing abilities of the local authorities to ensure a higher level of public services for the people. In their address to Speaker Marian Lupu, NLAMM established that despite the efforts made by the Parliament to develop the local autonomy, the laws endorsed in 2006, being shadowed by quasi-legal practices, didn’t implement a really better situation. On one hand, according to the League, the new regulations mirror European standards in the APL field, and on the other hand, the local public budgeting system, as well as the previously passed acts, which are still in force, totally contravene these laws. According to the NLAMM Council, although 9 months have passed since the new laws were passed, Moldova’s Government has not taken any concrete action to diminish its administrative influence in the local power activity. As a result, the local public administration finds itself in an unclear and uncertain legal state, which seriously affects its functioning ability. NLAMM show solidarity with all political and non-political actors, pleading in 2007 again for consistent, visionary long-term reforms in this field. “As a representative association for almost a half of the mayors elected in Moldova, we are very interested and available to actively and constructively get involved, besides other state bodies and the civil society, in the process of modernizing and improving the legal frame and practices related to the local administration functioning, according to European standards”, the League’s address to the Speaker reads. The lack of active involvement of the local public authorities and their associations was not favourable for the local public administration system. 5 laws on APL and 3 on territorial-administrative organization have been passed within the last 15 years. “We reckon that in 2007 this situation should essentially change. Moldova needs the decentralisation to be speeded up within a predictable and transparent environment of public consultations, where the local power associations could play a decisive role”, the address signed by 17 mayors members of the NLAMM National Expanded Council also reads.
