National Bank governor: Victoriabank and Moldova-Agroindbank are under intensive supervision

The commercial banks Victoriabank and Moldova Agroindbank were placed under intensive supervision by the National Bank following the identification of shareholder non-transparency and involvement in risky lending operations indexes. In parliamentary hearings in the commission on economy, budget and finance, National Bank governor Sergiu Cioclea said Moldindconbank was placed under an early intervention regime after it was established that a group of persons acted concertedly, purchased and held a substantial share in the bank’s share capital, IPN reports.

“To prevent excessive risks at the banks, their activity, daily transactions, agendas of meetings of administrative boards and financial situation are monitored daily by the National Bank,” stated the governor.

Speaking abut the situation of the bank under liquidation, National Bank vice governor Cristina Harea said since the licenses were withdrawn from Banca de Economii, Banca Sociala and Unibank until the end of March, there was collected a sum of 1.048 billion lei. Banca de Economii accounts for 45% of the collected amounts, Banca Sociala for 42%, while Unibank for 13%. 78% of the total amounts were accumulated from loans repaid voluntarily and by force.

As to the investigation performed by the consortium Kroll and Steptoe & Johnson, the governor said the National Bank received a financial report in March this year. The document contains information about the fraud that led to the insolvency of Banca de Economii, Banca Sociala and Unibank. All the investigation documents of the international consortium were transmitted to the Anticorruption Prosecutor’s Office. The representatives of Kroll were requested to make public a larger part of the report.
