Natalia Gavrilița: Territorial-administrative reform must enjoy broad consensus in society

The territorial-administrative reform should first of all bring benefits to the citizens and broad consensus to this effect should exist in society, said Prime Minister Natalia Gavrilița. She stated that during the first 100 days in office, she didn’t manage to start an analysis of the impact of such a reform, but assured that one of the Government’s preoccupations is to allocate more money for projects intended for the development of settlements, IPN reports.

Asked why she avoids speaking trenchantly about the necessity of the territorial-administrative reform, Premier Natalia Gavrilița admitted that during the first 100 days in office, she didn’t manage to thoroughly analyze the impact of such a reform on the citizens.

“We are ready to channel more resources to localities. Next week, we will propose the budget for 2022 and we have programs for developing the localities. Secondly, any discussion on the territorial-administrative reform should be based on an analysis from the perspective of the citizens. During the first 100 days, we started the relevant analyses so that the territorial-administrative reform enjoys consensus in society,” Natalia Gavrilița stated in the program “Good Evening” on the public TV channel.

The official said the main priorities during the first 100 days of the investiture were the management of the pandemic crisis and overcoming of the energy crisis. The Government’s mechanism for compensating consumers for the higher natural gas rate is equitable towards the persons with modest incomes and towards those with average incomes.

“We know that as usual, those who live in small homes consume less. We will subsidize 4.3 lei per each cubic meter of gas for the first 50 consumed cubic meters (the new gas rate is 11.08 lei per cubic meter, e.n.) and 3.2 lei for the next 100 cubic meters. Those who consume more than 150 cubic meters of gas will fully pay the rate. It is a method to help more the vulnerable consumers. We must also think about the middle class and should make sure that this crisis does not generate increased migration,” said the Premier.

She also said that the Government is looking for funds to cope with the enormous costs incurred by the country. The state manages to collect money into the budget by exposing the schemes implemented by the previous governments, like the annulment of the procedure for procuring blank ID papers to the value of 500 million lei.

“Another scheme was interrupted at Moldtelecom. An intermediary there collected particular payments for international calls. We also stopped particular intermediation contracts at Metalferos and changed the administration of this enterprise. The crises should be regarded as opportunities. We have a year with a rich harvest and we must see how we can turn these benefits of producers into budget revenues and how we should redistribute them to the vulnerable sections,” stated Natalia Gavrilița.

The Government led by Natalia Gavrilița was voted in on August 6 by the votes of 61 MPs of the Party of Action and Solidarity.
