Municipality modifies contract for apartment building administration

About one third of the apartment buildings managed by the municipality signed the modified contract for the administration of apartment buildings between the owners and municipal de housing stock managing companies. The contract was amended at the initiative of the Consumer Protection Agency.

Contacted by IPN, the head of the Chisinau Public Amenities Division Petru Gontea said the final variant of the contract with dwellers contains provisions that enable the consumers to verify how the contractual obligations are fulfilled by the administrator. The contracts signed earlier were supplemented with an annex that the dwellers are to sign.

According to the Consumer Protection Agency, the initial model of the contract approved by the Chisinau Municipal Company contained general provisions concerning the range of works included in the tariff, but didn’t inform the consumers in detail about the volume, term and qualitative characteristics of the service. It also didn’t include the standard provisions regarding the reduction in the charge when the volume and quality of the performed works were inappropriate. There were stipulated no methods of paying for the executed works.

The Agency’s jurists asked that the document be brought in compliance with the legal provisions and that it accurately and appropriately inform the consumers.
