Beginning today, February 21, and at least until September, owners of buildings included in the Register of architectural monuments of local importance are not allowed any works that can alter the edifices’ architecture. A directive in this regard was signed by mayor of Chisinau, Dorin Chirtoaca, Info-Prim Neo reports. Moreover, the act temporarily suspends the issuing of urban planning certificates, demolition or construction authorizations that affect buildings included in the Register. Dorin Chirtoaca stressed that only maintenance works would be permitted. He also explained that this was a temporary solution until the reviewed version of the Register would be approved. According to the mayor, the document needs to be re-examined as it was flawed, with many infringements being committed during its initial elaboration. “The Register must be reviewed, as we know it includes many buildings with no architectural value of any kind. Such buildings negatively impact relationships between owners and their neighbors or the City Hall, becoming reasons of conflicts or traffic of influence”, said Chirtoaca. If the demolition of reconstruction of monuments has already begun, it cannot be stopped, according to deputy mayor Nistor Grozavu. This would only increase the risk of caving. There are 4 architectural monuments in Chisinau that have suffered reconstructions. The Register of monuments of local importance was adopted on November 19, 1995, along with the Register of national monuments. A month ago, the City Hall proposed a modification of the historical center region, which would lose territory on Albisoara Street, but would be extended in the Circus area and near Mateevici Street. Thus, the historical center would have several different zones. The Register will be re-examined according to criteria like the building’s purpose, wear, historic and cultural heritage importance.
