Municipal Councillor accuses former interim Mayor of “preferential employment”

One of the Municipal Councillors accuses the former interim mayor of Chisinau Vasile Ursu of “preferential employment”. The councillor of “Moldova Noastra” Alliance (MNA) Oleg Cernei told the extraordinary meeting of the Chisinau Municipal Council (CMC) that Ursu selected and promoted the staff of Chisinau’s City Hall not on the base of professional skills or a contest but on the base of “close relationships, friendship and not only”, Info-Prim Neo reports.
Cernei asked Veaceslav Iordan, the present interim mayor to examine the cases related to the appointment of staffers without higher education, of those who were offered their offices due to a special relationship with former mayor Ursu, even the friend of Ursu’s wife. “Several persons were employed at the City Hall due to some interpersonal relationships, such as certain ladies Ursu liked. Also many persons without higher education were employed in the departments of the City Hall”.
According to Cernei, a personnel policy is needed at present, in light of the fact that it will entail a better management of the human resources, selection of persons on contest-base, evaluation of the positions within the local public administration, properly paying and motivating the employed persons, as well as increasing the professional skills of the City Hall’s staffers. At the same time, MNA says that the reform undertaken in August by Vasile Ursu must be thoroughly analysed.
Cernei asked the interim mayor to stop the unjustified dismissals promoted by Ursu. According to the councillor, a continuity of the personnel must be ensured before elections.
According to the unofficial estimations, about 90% of the heads of municipal services were dismissed by the former interim mayor Vasile Ursu.
