The lawmakers have contradictory opinions about the cap on donations that can be made by people or legal entities to political parties, set by the Law on Party Funding. In the talk shows “Place for dialogue” on Radio Moldova station and “Fabrika” on Publika TV channel, the representatives of the government coalition justified the rise in the cap, while those of the parliamentary opposition challenged vehemently such a decision, IPN reports.
Liberal-Democratic MP Tudor Deliu said the rise in cap was necessary so as not to prevent the people from donating the sums they want to the favorite political parties. “I think it’s normal for the people to be able to donate up to 200 average official salaries to a party, while the legal entities – up to 400 average salaries. As regards the financing from abroad, we do not have the instruments needed to check if that guestarbaiter was paid exactly the sum that he intends to donate and if he isn’t used by particular special services,” stated Deliu.
Socialist MP Vasile Bolea harshly criticized the increase in the cap on donations. “The Parliament’s Regulations were seriously violated. This bill was drafted in 2013, but a number of amendments were proposed to it, which were to be put to the vote within 30 days. We proposed debating each article from this law, but our proposal was rejected. We think the rise in the cap on donations will lead to the further oligarchization of parties,” he stated.
Democratic lawmaker Sergiu Sirbu considers this rise is welcome. “We offered the people the possibility of donating larger sums to the parties they support. But what is important is the fact that those who will want to make donations to political parties will have to prove the origin of the money,” he said.
Communist MP Anatolie Zagordnyi said the made changes are welcome. “If we had adopted the lower caps set initially, the people’s right to donate the amounts they want would have been violated,” he stated.
In the program “Fabrika”, Liberal lawmaker Valeriu Munteanu said the party he represents is against such a rise. “We showed that it’s possible to cope with small sums too. The decision to raise the cap was taken by the PLDM and PDM so that the oligarchs from these parties could inject more money into parties’ budgets. This will lead to the further oligarchization of parties, especially of the power,” he stated.
