MP: Draft fiscal policy document submitted to Parliament is 70% different from initial one

The bill on the fiscal policy for 2021 reached the MPs late. However, the document that was proposed for public consultations and the one that was submitted to Parliament differ in proportion of 70%, stated MPs Vladimir Cebotari and Igor Munteanu.

Pro Moldova MP Vladimir Cebotari said the draft fiscal policy law was presented with delay and the MPs weren’t informed about the drafting of the document so that they could contribute to its improvement.

“We have a lot of questions as we have to adopt these very important bills during a very short period of time. This means that we can make mistakes or there is the tendency not to take into account many of the problems raised by those from the agricultural sector and the local public authorities,” IPN quoted Vladimir Cebotari as saying in the talk show “Red Button” on the public TV channel Moldova 1.

The MP of the Pro Moldova Party expressed his bewilderment at the fact that the bill was drafted as a usual bill, not as one that would take into account the pandemic and the economic crisis.

“We attentively analyzed the situation in other states as everyone goes through a pandemic crisis. We also experienced drought. We saw several common elements in all the states we studied, first of all that the budgets and the budgetary-fiscal policies are aimed at ensuring support for overcoming the crisis and all the emphases are placed on this,” said Vladimir Cebotari.

PPPDA MP Igor Munteanu said the bill presented earlier for public consultations differ substantially from the bill transmitted to the MPs.

“The bill that was presented to the public for being discussed is 70% different from the one that was introduced into Parliament. The budgetary-fiscal policy perpetuates particular problems that we saw when the budget was rectified as particular interest groups are tempted to promote their interests by this budgetary-fiscal policy. Someone wants to gain revenues by capping local taxes,” stated Igor Munteanu.

For his part, Socialist MP Petru Burduja said this document is only a proposal and it can be improved by the contribution of all the MPs.

“It is easy to criticize when you did nothing, but this is a proposal. Parliament will decide whether it is good or bad. If there are objections to particular chapters, the MPs can formulate concrete proposals for the benefit of society, of the Republic of Moldova and they can persuade Parliament that these are good,” stated the Socialist MP.
