Motion of no confidence proposed in Parliament

The PPPDA group on July 16 presented a motionof no confidence against the current Government in Parliament. “The Government installed on October 14, 2019 in the period repeatedly violated the legislation, the Constitution of the Republic of Moldova, undermining the financial and economic security of the country,” the group’s leader Alexandru Slusari stated when presenting the motion, IPN reports.

He noted that the current Government allowed violating the basic human rights and freedoms and the rule of law principles. During the state of emergency, it evidently abused its powers, undermining the importance of Parliament so as to remove the parliamentary control.

“Pursuing group, not the national interests, the Government deviated from the application of organic and ordinary laws, violating a number of constitutional provisions. Consequently, trying to bypass the parliamentary control of bills by which, as they asserted, they intended to institute measures in support of the people and companies, the executive assumed responsibility for economic schemes that were far from the declared goals. It should be noted that this action was later declared unconstitutional by the Constitutional Court,” stated Alexandru Slusari.

He also criticized the Government’s intention to take out a state loan of €200 million from Russia, which was declared unconstitutional. He enumerated a number of actions and inactions of the Government that, according to the authors of the motion, contributed significantly to the worsening of the economic situation in Moldova. Among these is the assumption of responsibility for a set of laws, negotiation of the Russian loan, sabotaging of the relationship with the EU and loss of the third tranche of the macro-financial assistance as a result, non-designing of an anti-crisis plan, etc.

Under the Parliament’s regulations, a no-confidence motion against the Government can be carried by at least ¼ of the elected MPs. If the motion is rejected, the MPs who signed it cannot propose a new motion on the same issue during the same session. If it is adopted, the Prime Minister presents the Government’s resignation to the President within three days.
