Moratorium on hiring in budgetary sector extended

The Cabinet extended by another year the moratorium instituted in 2022 on hiring in state-funded budgetary institutions. A draft decision to this effect was approved at Friday’s meeting, IPN reports.

“The salary policy measures proposed for 2024 have a considerable impact on the national public budget, personnel expenses being projected to increase by about 2 billion lei compared to 2023. In this respect, the implementation of the planned salary measures will be possible if optimization is applied and a strict regime on the use of budget expenditure is introduced. In these circumstances, in order to efficiently manage the available financial resources and direct them to priority areas, it is proposed applying the moratorium,” said Minister of Finance Petru Rotaru.

The moratorium will be in force until December 31, 2024 and will be applied on the employment of staff for vacancies available on November 30, 2023 in public authorities and state-funded budgetary institutions.

The administrative-territorial units, independent public authorities and the National House of Social Insurance (given that this is financed from the state social insurance budget) are recommended to suspend the employment of staff for vacant positions recorded by the same date.

The provisions of the draft decision do not apply to the positions for which a competition had been announced before the decision was approved. But they allow hiring, during the moratorium, the personnel that are strictly necessary to carry out the mission of the public authority or in case of reorganizations that exceed the indicated number of vacancies, through coordination with the Ministry of Finance.
