The moratorium established in 2022 on employment in state-funded budgetary institutions is to be extended for another year. A draft Government decision published for public consultations says that this is a temporary measure that will be valid until December 31, 2024, IPN reports.
Thus, the draft suggests applying the moratorium on the employment of staff for vacancies available on November 30, 2023 in public authorities and state-funded budgetary institutions. The measure is extended in order not to affect the functionality of institutions and not to create salary arrears towards employees.
“The administrative-territorial units, independent public authorities and the National House of Social Insurance (given that this is financed from the state social insurance budget) are recommended to suspend the employment of staff for vacant positions recorded by the same date,” reads the draft.
The provisions of the draft decision do not apply to the positions for which a competition had been announced before the decision was approved. But they allow hiring, during the moratorium, the personnel that are strictly necessary to carry out the mission of the public authority or in case of reorganizations that exceed the indicated number of vacancies, through coordination with the Ministry of Finance.
“The draft also implies the need to optimize the staff limit, in terms of the exercised functions, so as not to allow increasing the share of personnel expenses in the gross domestic product, a predetermined target indicator. This way, given the persistent financial constraints, so as to further support sectoral and administrative reforms, it is necessary to rationalize personnel costs in the budgetary sector as a whole, in order to direct the resources saved as a result of structural reorganizations and optimization of staff in the budgetary sector towards salary raises. In this connection, in order to better manage the available financial resources and direct them to priority areas, it is proposed to extend the moratorium on the employment of staff in the budgetary sector for vacant positions registered for 2024 as well,” runs the draft decision.
