The National Award and the events related to it can be planned beforehand, while the Government acts incorrectly by taking one million lei from the reserve fund for providing ten National Awards of 100,000 lei each, considers Adrian Lupusor, executive director of the think tank “Expert-Grup” and a member of the Bureau of the National Participation Council.
In a news conference at IPN, Adrian Lupusor said the Government’s reserve fund is intended for unplanned expenses in case of natural disasters, catastrophes, and armed conflicts, while the National Award is conferred annually and the projected sum can be included in the state budget. “This shows that the way the Government allocates money from the reserve fund should be changed,” said Adrian Lupusor.
National Participation Council deputy head Antonita Fonari told the same news conference that some of the ministries often shrewdly introduce financing projects for certain events that they organize in the agenda of the Government’s meetings. For example, the Ministry of Youth and Sport asked for money for the Olympic Games and money was allocated from the reserve fund. “The Ministry of Youth and Sport asked for almost 6 million lei without planning the costs beforehand,” she stated.
She also said that the 80 million lei earned from excises on fuel and from fines for illegal parking has been recently distributed in a non-transparent way. Antonita Fonari believes that every citizen who was fined could have said that the money should be spent on parking lots, not on what the authorities decided.
