The Moldovans with the right to vote who are abroad can register beforehand for the November 30 parliamentary elections online. The Central Election Commission (CEC), in partnership with the Ministry of Foreign Affirms and European Integration and the Bureau for Diaspora Relations, launched the online application www.alegator.md for the purpose, IPN reports. According to the authorities, the registration in advance will allow determining the major concentrations of voters so as to set up additional polling places.
In a news conference held to present the application, CEC president Iurie Ciocan said the registration beforehand is a chance for the Moldovans who left the country to take part in the elections. The more active the citizens from abroad are in the registration process, the closer the ballot box will come to them.
To register in advance, the Moldovans from abroad must fill out a form and a statement by which they inform about their wish to take part in the elections and confirm that they are abroad. The form and the statement are available on www.alegator.md, in the section “Registration Beforehand”. Afterward, the voter will receive confirmation of the registration by email.
“The citizens complete the form with data about the country and the town where they are, write the name and surname and the personal numeric code and indicate the type of identification document they possess. This will help us to estimate the number of Moldovans who are abroad,” said Iurie Ciocan.
The registration beforehand will become possible when the application is launched and will be stopped 40 days before the election day. When the registration period is over, the information will be transmitted by the CEC to the Government of Moldova so that it decides how many additional polling places will be established, besides those at embassies and consular offices.
“The activities we carry out, including the alegator.md system and the obtaining of information from the countries of destination and from our diaspora associations, are aimed at determining exactly the number of polling places that are needed abroad. The figures that will reach the Government will show the real situation,” said the head of the Bureau for Diaspora Relations Victor Lutenco.
Mihai Capatana, secretary general of the Ministry of Foreign Affirms and European Integration, said the authorities’ intention is to make sure that the citizens from abroad are able to vote, not to check if they reside legally there. The data will be protected. In March, a circular was issued to all the diaspora associations abroad, asking them to communicate data about the number of Moldovans in the region and in towns so as to be able to set up additional polling places. The launch of the application www.alegator.md, for registration of voters beforehand, forms part of the same effort made to ensure conditions for the Moldovans abroad to exercise their right to vote.
In order to ensure clarity and the accuracy of the electoral rolls, the citizens from abroad will be temporarily struck off the lists at the place of residence in Moldova.
