Moldovans are tolerant of offenses, IPP study

The Moldovan citizens are alarmingly tolerant of offenses. Thus, three in ten Moldovans consider the parking in banned places, speeding outside settlements and driving slightly inebriated are less serious or not at all serious offenses. These are the findings of a poll carried out by the Institute for Public Policy (IPP) among the people, IPN reports.

The survey shows that one in four people do not report offenses that they witnessed or in which they were involved as victims to the police. A large number of those polled said they gave bribe voluntarily, not because they were forced to. This is true about 67% of the cases of informal payments given to sector police officers and about 76% of the cases of bribe giving to rescuers and firefighters.

Nearly 55% of the informal payments offered by the people to the patrolling police were given voluntarily. In half of the cases when the persons gave bribe to the border police, this was done of one’s own free will.

The people explained that they give bribe in order to obtain advantages and documents faster or to avoid paying a fine for particular offenses.

Within the same poll, the population could assess the work of the police and the efficiency of the police services. So, some 73% of the respondents said that it is probable or highly probable that a police officer will resolve a very important case that holds interest for high-ranking officials according to the orders of the superiors. Only 34% of those polled consider the police officer will deal with such a case in accordance with the law.

The survey was conducted between October 1 and December 10, 2015 and covered a sample of 1 109 Moldovans older than 18, except for the eastern districts of the country.
