Moldovan Helsinki Committee recommends authorities to set up special body for litigations originating in Transnistria

The Helsinki Committee for Human Rights of Moldova (CHDOM) recommends the central authorities to set up a special body that will examine litigations originating in the Transnistrian region, Info-Prim Neo reports. At a press conference on Friday, January 18, CHDOM executive director Teodor Carnat said that today not even the central authorities know what bodies can help the Moldovan citizens living on the left side of the Nistru when their rights are violated. Teodor Carnat brought the example of a man from Lunga village, Dubasari district, who, after seeking help from the Transnistrian and constitutional authorities in a civil litigation, appealed to the President of Moldova. In reply, the presidential apparatus informed the petitioner that it admits only petitions concerning national security issues, matters of interest to numerous groups of people or proposals for legislative amendments, without offering him information on where to seek further advice and support. CHDOM said the central authorities are reluctant to take action even against violations of the national security. The President of Moldova neglected the warning letter of CHDOM about the violation of the Moldovan airspace by a Russian plane carrying specialists to Tiraspol for a post-blast investigation. According to Stefan Uritu, CHDOM president, the reason invoked was that the national security bodies had no available information on the case. The Moldovan authorities demonstrated lack of competence, CHDOM said. The state should have raised the issue at international level, as Georgia did when a missile exploded in its airspace, Teodor Carnat stated, adding that it’s not too late to set up a commission to examine the case.
