Moldova registered progresses and problems in implementing laws – European parliamentarians

Moldova registered significant developments in adopting certain laws and harmonizing the legislative framework according to community acquis and international standards, still there are significant problems regarding the legislation’s implementation. This is the conclusion of the delegation of the RM-EU Parliamentary Cooperation Committee (CCP), shared on Thursday, June 29, by the delegation’s chairwoman Marianne Mikko at a press conference. Mikko mentioned that the delegation has noted insufficient progresses in fighting high level corruption, ensuring of human rights, mass media freedom and transparent implementing of the legislation in juridical procedures. According to her, the focus has to be put on quality of laws and not on their number. „The laws do not have to be adopted only for the fact that EU or the Council of Europe require it, and then to have problems while implementing them.” PE Delegation has visited Valeriu Pasat, the jailed ex-minister of defense, sentenced to 10 years of imprisonment for the “MIGs transaction”. Mikko noted that it is not in her competence to judge this case, but shared the opinion that „for selling the plains to USA and not to Iran, 10 years are too much”. She mentioned that Pasat’s health condition is rather worrying, and needs medical assistance. „Pasat’s case is a litmus paper that will show if RM is a law-based state and if the state powers are separated,” she underscored. The European official stated that „it is not the best moment to talk about the EU accession, but RM has to comply with its tasks 100% and then no one will refuse its adhesion”. The delegation’s visit to RM shows the solidarity and determination of Europe to support and assist Moldova in order to get over the issues it deals with and dependence on the Russian market, the official underlined. She also showed the delegation’s position that RM to be helped to ensure its energy supplies at reasonable prices and to created alternatives in this sense. The delegation saw on its own that RM needs help and assistance and calls the European Commission to intensify the efforts in helping it on its European way, Mikko highlighted. CCP delegation is visiting RM from 27 to 30 June. It has met with the leadership, deputies, ministers, civil society representatives. PE delegation has visited for the last time Moldova in October 2005.
