Currently, the Republic of Moldova is in an uncertain situation as regards its security area, ex-minster of defense Viorel Cibotaru, the leader of the Liberal Democratic Party, stated in the program “Emphasis on today” on TVR Moldova channel, IPN reports.

According to him, the whole legal framework concerning the national security and defense is suspended. “The national security strategy expired in 2014 and its new version was worked out by a presidential commission. This was adopted at presidential level, but was abrogated by President Igor Dodon,” he stated, adding that the national defense strategy was drafted by the Government in 2016, but didn’t reach Parliament.

Viorel Cibotaru said that even if the international situation and the security factors around the Republic of Moldova have worsened and brought new challenges that confront the country’s security, Moldova does not state what it wants. “That’s why we, volens-nolens, define ourselves as a buffer, gray zone where nothing is happening,” he said.

Veaceslav Berbeca, programs director at the Institute for Development and Social Initiative “Viitorul”, said it will be very hard to implement particular initiatives in the security sector when there are very big opinion differences between the Government and the presidential office. Moldova will be able to ensure regional security when it reforms the state institutions. “The Republic of Moldova is considered a hybrid state in terms of democracy, which is it is a state that didn’t develop towards free democracy, as we would like. This implies particular problems. Being the poorest state in Europe, Moldova generates migration, crime and many other problems,” stated Veaceslav Berbeca.
