Ten twinning projects with a total budget of over €11 million are underway or have been finalized. Twinning projects have become accessible for Moldova in 2006 in support of the partnership and of the collaboration agreement between Moldova and the EU, Info-Prim Neo reports. Twinning is a tool for institutional strengthening designed by the European Commission to help countries develop modern and efficient central, local and regional administrations, with the necessary structures, human resources and managerial skills to implement laws according to the standards of the EU member countries. Kaido Sirel, head of the Operations Section of the EU Delegation to Moldova, stated on Tuesday at a Press Club themed “EU assistance for the reform of the public administration in Moldova” that the twinning tool was initiated to help the EU development. “We made and exception and gave it to countries that could become EU candidates. Twinning has become an important tool in the neighborhood policy and is implemented in countries like Georgia, Armenia, Azerbaijan and Moldova”. “Assistance for the Parliament of Moldova”, the first twinning project in the country, was implemented between 2008 and 2010. The participants in the Press Club observed that the project strengthened the Parliament’s position in the Moldovan constitutional framework and its role in the process of harmonizing the Moldovan legislation, norms and standards with those of the EU. The other 9 projects implemented in Moldova are related to the reform of penitentiary institutions and the support for ownership rights. Twinning projects also assisted the development and adoption of laws on competition, state aid and others.
