Mixed electoral system should be subject to people’s control, opinion

If a referendum on the mixed-member electoral system is held and this will actually be the people’s control, this will eliminate the doubts about the adoption of the law on the new voting system. Such an opinion was stated in the program “Emphasis on today” on TVR Moldova channel, IPN reports.

Pavel Postica, programs director at Promo-LEX Association, said that if the initiative to hold a referendum against the mixed-member electoral system is approved, but the annulment of the law is not supported, the government will only gain as the people’s control on this system will also be passed this way. “That’s why I do not understand why so many discussions and debates are held on the issue,” he stated.

According to Pavel Postica, even if the recommendations of the Venice Commission suggest that the electoral system should not be modified one year before the elections, the law on the mixed-member electoral system hasn’t been yet implemented and didn’t pass the constitutional control. So, things are not yet definite.

Spokesman for the Democratic Party Vitalie Gamurari said that from legal viewpoint, it is practically impossible to abolish the mixed electoral system that was introduced and already produces effects. From political viewpoint, it is strange that the NGOs that support the initiative to hold a referendum on the annulment of the law that introduces this system, being apolitical, go hand in hand with particular political parties. It is thus not clear where this cooperation between NGOs that declare themselves pro-European and speak about good European practices and parties of the left and even of the extreme left derives from.
