The Ministry of Justice proposed for public consultations a draft decision that defines measures and services intended for children with deviant behavior, who committed a contravention or criminal act, but are not liable to responsibly. In the Ministry’s weekly press briefing, secretary of state at the Ministry of Justice Anatolie Munteanu said the bill is designed to fill a legislative gap and envisions the creation of a placement service for delinquent children, IPN reports.
The bill specifies the responsible institutions and the measures and services intended for children in the legal system. “Until now, there has been no social service for educating this category and working continuously with it,” stated Anatolie Munteanu.
Thus, the children in the legal system will be stricter supervised and will be obliged to attend school and specialized day social services. If need be, these will be offered medical treatment, counseling or psychotherapy and will be banned from going to particular places and from having contact with particular persons. If it is not possible to keep the delinquent child in the family or if this does not fulfill the obligations specified by the specialized surveillance measure, the child will be placed with a service.
According to Anatolie Munteanu, the phenomenon of juvenile delinquency has expensed since 2009. The number of offenses committed by minors younger than 13 increased from 1.7% in 2009 to 2.2% at present. Numerically, this is 1,490 children.
