The Ministry of Internal Affairs plans to transfer a number of cases from paper to online as from next year. For the purpose, it is designing the administrative and penal e-cases. This will reduce the crime scene documentation time and will enable the parties to follow the proceedings, Sergey Diaconu, secretary general of the Ministry, stated in an event staged by the Institute for European Policies and Reforms, IPN reports.
Sergey Diaconu exemplified with a road accident. At the moment, the police officers who travel to the scene take a map with sheets of paper out and write and draw schemes on these even if it rains or snows. In such circumstances, the involved parties need to stay for 30-40 minutes at the place of the accident, while the roadway is blocked. Together with the implementation of e-case, the police officer will travel to the scene with a tablet PC or another device by which they will take pictures, will record the statements of those involved and the parties will later countersign with an electronic pencil.
Sergey Diaconu said the e-case will help reduce the documentation time from 30-40 minutes to 7-10 minutes. “This will mean swiftness of action that will enable not to block intersections, not to keep the people in suspense for hours and the possibility of seeing the path of the case anytime,” explained the functionary.
According to him, the administrative and penal e-cases will enable those involved in these to see if the case was sent to court or not yet. “The parties don’t know at what stage their case is and why they are not invited for questioning. Is the case moving or gathering dust? This generates the citizens’ distrust but we endeavor to be efficient,” stated Sergey Diaconu.
