The Chisinau Appeals Court fully quashed the decision of the Râșcani branch of the Chisinau City Court concerning Moldova’s Consulate in Odessa and passed a new decision by which it rejected the lawsuit filed by plaintiff Irina Rolemska against the Ministry of Foreign Affairs and European Integration of the Republic of Moldova and the Public Property Agency as groundless, IPN reports.

By the October 23, 2020 decision, the Chisinau City Court annulled the Government decision of July 31 by which the executive abrogated its own decision of February 27, 2019, concerning the transfer of a building situated in Odessa city of Ukraine, Moldova’s Consulate (2/2Б Posmitnogo St), from public ownership under private ownership of the state and the signing of a contract for changing this building with another building located in the same city (6/4-A Tinysta St).

The Ministry of Foreign Affairs and European Integration notes that in the public meeting of April 6, 2021, the Chisinau Appeals Court decided to accept national public institutions’ appeals against the October 23, 2020 decision of the Chisinau City Court. The applications were filed by the Government of the Republic of Moldova, the Ministry of Foreign Affairs and European Integration and the Public Property Agency.

The reasons for which the Government decided to abrogate the decision concerning the change of the building are financial in character. The estimated price of the building of Moldova’s Consulate in Odessa, according to the real estate assessment report of January 24, 2019, is of US$485 429 (US$187 405 value of the building and US$301 024 value of 0.04 ha of used land). Given that doubts about the assessment appeared, the Ministry of Foreign Affairs recommended reassessing the lot. As a result, according to the real estate assessment report of December 12, 2019, the estimated price is of US$468 800 for the building and US$ 1 465 600 for the land, being about three times higher than the previous evaluation.
