The measures taken, as well as measures to be implemented in order to address the requests and proposals of the business environment, were discussed by the Minister of Finance, Natalia Gavrilița, with members of the Chamber of Commerce and Industry of the Republic of Moldova. At the meeting, the consolidated proposals for the development of objectives regarding the tax and customs policy for 2020 were discussed, and the objectives of tax and customs policy for 2020-2022 were presented by the Ministry of Finance, IPN reports.

Natalia Gavrilița mentioned that, while drawing up the budget for 2020, a series of public consultations was held. "The competitiveness of our domestic economy is a priority item on our agenda. During the consultations we decided that we should come up with a medium term policy document. We withdrew from the Parliament the proposal for the Moldova 2030 Strategy and we analyze it to see what is our approach, it should include measures that have high multiplication indicators, as well as steps to support the local producers”, the minister noted.

According to the minister, starting January 1, the tax measures have been announced. What is being proposed are fiscal administration measures. Also, there are proposals to leave at the discretion of the local public authorities certain local taxes and fees so as to increase their financial autonomy. "What we propose – is that quotas do not increase. As for excise duties we propose to establish quotas for 2021-2022 in the medium run, according to the practice, and to change certain principles of taxation, such as reverse taxation. But there will be no additional increases or taxation,” said Natalia Gavrilița.

Asked about single taxation in the agricultural sector, the minister has said that further analyses and studies on tax and customs facilities will be carried out early next year to see what the correct approach to taxation in the agricultural sector will be. In the opinion of the representatives of the Ministry of Finance, most probably, single taxation will not be implemented and that is because farmers’ activity and profitability also differ. And the surface areas differ too.

In other news, Natalia Gavrilița said that in the medium run, the mechanism for luxury taxation will be rethought - what luxury means and how it is taxed. Proposals to introduce VAT for cars depending on their engine capacity etc. are also considered. As far as ecological taxes are concerned, the decision has already been taken this summer and it is of 20%, there is technical assistance to expedite the development of the mechanism for refunding this tax in return for processed packaging.

The event took place at the Meeting of the Entrepreneurship Committees attached to the CCI (Chamber of Commerce and Industry) and targeted current subjects within the purview of the Ministry of Finance, among which the fiscal budget policy for next year (2020).
