The implementation of Moldovan-Romanian projects in healthcare is now a big opportunity for improving the medical systems on both sides of the Prut. The sharing of experience and combination of forces bring palpable results to healthcare workers and to patients too, Mihai Ciocanu, director of the Emergency Medicine Institute, stated in a public debate hosted by IPN.
“There are no major impediments to the implementations of these projects. It is very important for the managerial teams of medical institutions to be informed and to insist on the writing of these projects. It is very important for any medical institution to designate persons who would be responsible for the launch, writing and management of these crossborder projects. Evidently, there are particular obstacles as the documentation for crossborder projects needs to be written in English given that these projects are also financed by the European Commission,” stated Mihai Ciocanu.
He noted that Romania and the responsible authorities in Chisinau are ready for cooperation and offer unconditional support.
“We have good cooperation relations with our mates from the management unit and also from the crossborder projects supervision unit. They are very attached to us. They every time support our initiatives. Within the first projects we implemented together, we benefitted from training in the management of crossborder projects, in accounting and auditing. The most important thing is that as part of these crossborder projects, we can keep pace with the global development tendencies in different specialties, medical professions. Obviously, we center rather on emergency medicines, provision of first aid in medical-surgical emergencies and in different surgeries. In these areas, these projects evidently enable us to establish cooperation with different medical institutions,” stated Mihai Ciocanu.
The director of the Emergency Medicine Institute noted that the building of a landing platform for helicopters is one of the next objectives within the crossborder projects, as each minute counts when saving lives. “We would like to extend SMURD 2 into the SMURD 3 project and to build this landing platform for helicopters on the Institute’s territory,” noted Mihai Ciocanu.
Asked if all these projects could have been implemented without Romains’s support, he said that this wouldn’t have been possible. “When we become involved in crossborder projects, the government, especially the Ministry of Health, undertakes particular co-financing responsibilities. Motivation is also a very important factor when this occasion appears. A team is created and this starts work. In situations without such opportunities, we are more amorphous, less motivated to do something. For example, we are now working our three crossborder projects in different areas, including human resources development, SMURD 3 and an infrastructure project to fully renovate our cooking facilities,” said Mihai Ciocanu.
The public debate entitled “Moldovan-Romanian cooperation in healthcare, opened opportunities” was staged in the framework of the project “Double integration through cooperation and information”, which is implemented by IPN News Agency with support from the Department for Relations with the Republic of Moldova of the Government of Romania.
