More cases of intimidation and violence against election contenders and voters, of offering electoral presents, using administrative resources and of electoral vandalism have been recorded in the election campaign, says the third monitoring report published by Promo-Lex Association, Info-Prim Neo reports.
The report covers the period between October 26 and November 8 and was compiled on the basis of the information provided by 42 long-term observers.
According to the Association's head Ion Manole, the Central Election Commission (CEC) in the period acted in a balanced way and adopted decisions in favor of voter participation in elections, while the multiple applications filed by the 40 election runners have been examined impartially and in accordance with the law. At the same time, the Commission did not identify a method for avoiding multiple voting.
As to the financial reports submitted to the CEC, Ion Manole said no election contender presents complete information about the costs incurred and the origin of the money used.
Pavel Postica, deputy head of the monitoring mission, said the team of observers identified more than 600 events related to the election campaign, four of which were cases of electoral vandalism, a lot of cases of illegal placement of election posters, 12 cases of voter intimidation, cases of use of violence and involvement of the Church in the campaign.
According to Promo-Lex, the chairmen of the PCRM Vladimir Voronin on October 28 had a closed-door meeting with the senior priest of Rezina district Igor, a former Communist district councilor, and another two priest from the district at the church in Cimiseni village. The Liberal-Democrat leader Vlad Filat and Liberal leader Mihai Ghimpu also had meetings with the clergy.
There were reported cases of forced transportation of the voters to meetings with election runners. In order to fill the empty hall in Badiceni village, Soroca, the head of the local psychoneurological hospital took mentally ill patients of the clinic to the meeting with Communist candidate Igor Dodon.
Promo-Lex is concerned about the lack of transparency in election contenders' financial reports , the insufficient number of billboards for election posters, the intention to open joint polling places for the Transnistrian voters, the hindering of the voting process in Corjova village, where the schools' head was warned not to open the poling place, etc.
