Circumscription no 48: The Transnistrian-South region includes the cities of Slobozia, Tighina and Tiraspol. Voters can cast their votes in polling stations 48 / 1-48 / 25. The candidate who accumulates the largest number of votes, regardless of the voter turnout, will be declared winner of the uninominal constituency.
The first on the ballot list is the Socialist Party candidate, Vitalii Evtodiev, who is a building engineer. He works as a technical expert at "Savim-Com", a company that offers construction consulting. He has previously run on behalf of PSRM in the February 24 parliamentary race. He came in second place, with 25.89% of the votes. According to his income statement, between January 1, 2017 and December 31, 2018, together with his wife, he had salary incomes of about 204 thousand lei, over 1.3 million lei from dividends and over 382 thousand lei form the selling of a good. The candidate's family owns an extra-urban land, an apartment, a villa, a garage and three cars.
Second on the ballot list is the independent candidate Petru Ursu. He is a lawyer at the "Petru Ursu" law firm. He filed his papers in order to run in the parliamentary race from February 24, whoever, he was not registered. His income statement for the January 1, 2017- December 31, 2018 period shows a 30 thousand ruble revenue from educational activities. Together with his wife, he got 58 thousand lei from pensions. He partly owns an urban land lot, an apartment and a dwelling. He owns a car. In 2017 and 2018, the "Petru Ursu" law firm provided legal assistance to Maximovca Town Hall, worth 66 thousand lei.
The third on the ballot list is Alexei Frunze, Liberal Democratic Party candidate. He is a lawyer at the "Alexei Frunze" law firm. He graduated from the "Ștefan cel Mare" Police Academy and from the Academy of Public Administration of the government of the Republic of Moldova. He has a masters degree in law and has worked in law enforcement agencies in Moldova. No income has been declared in his income statement between January 1, 2017 and December 31, 2018. He owns a fruit-growing lot and three cars, which in total are worth 180 thousand lei, according to the statement. He owns a share of a limited company, which is not active.
Fourth on the ballot list is the independent candidate and mechanical engineer, Teodor Turta. He is the administrator of two limited companies. According to his income statement, between January 1, 2017 and December 31, 2018, the candidate, together with his wife, had salaries of over 491 thousand lei and allowances for minor children over 87 thousand lei. Additionally, the family got 438 thousand lei from dividends. He owns four urban lots of land, three apartments, a garage and two unfinished real estate properties. He owns three cars. The balance of his current bank account is 260 thousand lei. He owns shares in five limited companies, where he is either a director or associate.
The fifth on the ballot list is the ACUM bloc DA PAS candidate Ion Iovcev. He is a teacher by profession and he holds the position of Director at the Theoretical High School "Lucian Blaga" in the city of Tiraspol for more than 25 years. He lives and works on the left bank of the Dniester since 1975. He was decorated with the "Order of the Republic", National Order of Faithful Service in the rank of Commander and the Order of the Star of Romania in the rank of Knight. Ion Iovcev has previously run as an ACUM bloc candidate in the February 2019 parliamentary race in the same constituency. He came in third, with 3.84% of the votes. While he did not indicate the time period for his income statement, he showed about 334 thousand lei from salary, while his wife got 33 thousand lei from pensions. He partially owns an apartment.

On October 20, 2019, snap parliamentary elections are held in four constituencies: no 17, 33, 48 and 50. In the February 2019 parliamentary elections, the independent candidate Viorel Melnic won the 48th constituency seat with 62.74 % of votes. Viorel Melnic submitted his mandate shortly after joining the Parliament, arguing that the role of an independent MP is reduced to zero and that the enactment of draft legislative acts in Parliament expresses "an imminent doubt regarding the quality of the work of the entire legislative forum".
