The local public authorities will be obliged to institute a separate waste collection system, at least for waste paper, metal, plastic and glass. This is provided in a bill drafted by the Ministry of Environment, which was given a first reading by the legislative body, IPN reports.

The document suggests reviewing the norm for the authorization of waste management activities, including by issuing environmental permits, for money, and setting out for collecting systems requirements for organizing collective packing waste management.

Furthermore, the bill contains provisions that define the merchandising and intermediation of waste treatment activities for ensuring the traceability of waste management operations so as to prevent the formation of abandoned or improperly managed waste piles.

According to the Ministry of Environment, the project was drafted to improve the normative framework in the field, especially in connection with the regulation of the waste management activities through authorization, notification, registration and implementation of Extended Producer Responsibility.
