The actions taken by the mayor of Chisinau Ion Ceban in relation to district heads, who were threatened with dismissal or stripped of salary, are actions taken before the election campaign and pursue a number of goals, said expert in local administration Mihai Roşcovan.
Contacted by IPN for a comment, Mihai Roşcovan said apparently, it looks as if things in the city are being brought in order. “In reality, the sectors that generate incomes to the Party of Socialists, from adverting, from charges collected at commercial markets and from kiosk, are being redistributed, said the expert.
As a result of the amendment of the law, the district heads are named not by the Chisinau Municipal Council, but directly by the mayor. This means the mayor can also fire them. “The hiring and firing should be in accordance with the law. If violations are committed, normally these should be identified and removed. If the kiosks were set up illegally with the involvement of the district head, this should be punished by measures stipulated by law, including dismissed with administrative or criminal case,” explained Mihai Roşcovan.
“These unexpected moves and the stripping of district heads of salary for a month or two months do not bring things in the capital city in order. This should be done by a public and transparent plan of measures. Moreover, the mayor’s actions represent political PR with an electoral undertone that brings tangible benefits to those who govern.”
Viorel Furdui, executive director of the Conges of Local Authorities of Moldova, said the mayor, as the employer of these persons, can impose particular penalties as regards their remuneration.
In the ordinary August 3 meeting of officials of municipal services and divisions, mayor of Chisinau Ion Ceban said the head of Botanica district Boris Prepeliţa will be reprimanded and will not get his pay for July because he allowed a number of irregularities to be committed in the district and, if other deviations are identified, the district head will be fired. The head of Buiucani district Vadim Brînzaniuc will remain without half of the salary for July because it was determined that cars continue to be parked in the green areas of the district.
