Marriage registration applications could be submitted online

Applications for registration of civil status data and events, including applications for registration of marriages, could be submitted online without the need to go physically to the local offices of the Public Services Agency. This is provided in a draft law that was approved by the Cabinet on Wednesday, IPN reports.

Under the bill, all current categories of documents (certificate, extract, duplicate) will be replaced by a single type of document – Extract from the civil status document. This will be available in electronic format (downloaded in MCabinet) or on paper, at the request of the beneficiary.

The new provisions will allow citizens to request and receive civil status documents at any authorized local subdivision, regardless of the place of registration of the event or the applicant's domicile. Through the MDelivery platform, the documents could be delivered directly to the beneficiary's address, both in the country and abroad.

The draft law excludes the need to prove the urgency of the marriage. Currently, the speeding up of marriage is possible only by proving the impossibility of being in the country for a period of 30 days, which requires that those from the diaspora present employment contracts. With the entry into force of the new law, this article will be repealed. The application for marriage registration can be submitted online by the person who is abroad, without the need for this to go physically to the Public Services Agency.

Also, the list of grounds for changing the name/surname will be expanded and there will be greater flexibility in choosing the child's name, by joining or partially connecting parents' names.

The draft law promotes the use of automated interoperability information systems that allow the rapid and secure exchange of data between authorities, eliminating the need for physical traveling to obtain or present the document confirming an e-CMND recorded fact, such as birth or death.

The new law on civil status documents is due to enter into force after it is adopted by Parliament.
