The capacities of the public administration of Bălți municipality will be strengthened, while the local taxes will be collected based on a new mechanism. The Cabinet endorsed the legislative proposal concerning the status of the municipality of Bălți, IPN reports.
Under the bill, the Bălți Municipal Council and the Bălți mayor’s office will be able to take a series of actions to strengthen the capacities of the municipal public administration, its relations with the local public authorities belonging to the municipality of Bălți (Sadovoe and Elizaveta villages) and with the municipal public services, which will stimulate the development of the region in general.
It is proposed delimiting the duties of the mayor, especially the own and the delegated ones. This way, the delegated duties will be financed with state budget funds, while the own ones with local budget funds. This delimitation will enable to secure the necessary financial coverage and will allow the local public administration to fulfill all its duties.
Another proposal is to institute a separate mechanism for collecting local taxes. These taxes are now levied by fiscal institutions, but these didn’t ensure the necessary efficiency, according to the bill authors. When this draft law is adopted, a number of legal acts will need to be amended, such as the law on local public finances, so as to consolidate the public finances that are to be used to ensure the proper functioning of the public administration of the municipality of Bălți.
