Local public administration will consult with citizens on constructions in Chisinau

The local public administration intends to initiate extensive consultations with the citizens about the constructions carried out in the capital city. Mayor General of Chisinau Dorin Chirtoaca asked the General Division of Architecture, Urbanism and Land Relations to investigate all the conflicts on building sites so as to rectify the situation. Officials from the City Hall will travel to the construction sites that face problems, will examine the legality of all the documentation, and will try to “convince” the citizens when the documents comply with the legislation in operation. Chief architect of the city Vladimir Modarca says that since he has worked in Chisinau, especially during the past ten years, there have always been different conflicts and problems related to the building sites. Such a state of affairs was more typical of the period in which the land became object of property and subject of major interests. Though he admitted that the local authorities do not have solutions to these conflicts, the architect said that they are working out a plan of action that will ensure the transparence in this area so that the people know where and when something is built. According to Mayor Dorin Chirtoaca, the present legislation, especially the law on urbanism principles, and certain regulations of the Government stipulate how to conduct consultations with the population. He said that officials of the City Hall should apply these stipulations as minimum standards and essentially improve the dialogue with the citizens. “We should look for ways to convince the citizens of the utility of some constructions and of the positive and constructive attitude of the authorities. The worrying atmosphere in the society can have repercussions of other kinds: if the people are not satisfied with the events happening around them, they can take revenge by having a less favorable attitude towards the public administration, by showing mistrust and, sometimes, by not paying certain services to show their discontent with what they consider abuse on the part of the administration and of some economic agents,” Dorin Chirtoaca was quoted by Info-Prim Neo as saying.
