The councilors had dissenting opinions about the work of the Chisinau Municipal Council (CMC) throughout its mandate. The right-wing factions said the Council had more accomplishments than failures, while the Communist councilors stated the CMC dealt with trivial things instead of adopting strategic documents for developing the municipality.
“We had two distinct periods – the first two years and a half, when the Council had been looking for its identity, and the period after 2009, when it found its democratic identity. It was the last period that was productive. We laid the foundation. The future composition of the CMC is to continue the initiated reforms,” Emil Gutu, of the Liberal-Democratic faction, stated Info-Prim Neo.
Cornel Pantea, the leader of the Liberal faction, said that if the CMC during four years had been as productive as during the last period, they would have implemented all the projects aimed at developing the municipality. “We would have achieved more during four years if the coalition created after 2009 had existed earlier. Certainly, there were a number of shortcomings. At certain moments, we needed better organization and discipline. However, the current Council can be characterized by unity, team spirit and cooperation,” Cornel Pantea told Info-Prim Neo.
The leader of the Communist faction Valery Pavlov said the present composition of the CMC took no really important decision. “The Council adopted only the decisions put forward by Dorin Chirtoaca, who dealt with trivial things. I would give the CMC the grade ‘3’, while the executive body – the grade ‘2’. The politicians focused on politics. The Council did not approve even the General Development Plan of Chisinau municipality,” said the councilor.
The councilors wished the future local elected authorities more unity and professionalism. “The future Council should include not only politicians, but also economists, specialists in finances, etc. There are moments when the politicians cannot deal with the problems if they do not have the necessary qualifications,” said Corneliu Pantea. Emil Gutu stated that regardless of the party interests, the future municipal councilors should concentrate on the interests of the city. “Politics should be left aside. The development of the municipality must be a priority,” said Valery Pavlov.
The current Municipal Council had 68 meetings and adopted over 6,000 decisions.
