The mandate of the Leanca government expired on Tuesday, December 9, when the results of the parliamentary elections were validated. Now, the acting Cabinet fulfills only the duty of managing public affairs before the members of the new government take the oath, IPN reports.
The main duties of the acting government are to ensure the implementation of laws, regardless of the field they apply to, and to lead and supervise the activity of the central specialized institutions. The acting government must implement the social and economic development programs of the country, ensure the security of the state and its citizens, manage public affairs, and is charge of any issues that concern the whole society.
The Cabinet, during this period, issues decisions and instructions regarding the implementation of laws and can give approval notices to legislative initiatives. Also, thanks to some amendments from 2013, the acting government can develop the bill regarding the state budget and submit it for adoption to the Parliament. It can also propose bills for the realization of its duties resulting from the content of laws and their dispositions. The outgoing Executive can ensure the internal and external security of the state, maintain the state of legality and social, economic, financial and political stability, prevent and fight the effects of natural phenomena and other unforeseeable factors that might pose public danger.
The acting government can sign international agreements when this is needed for the implementation of laws adopted by the Moldovan Parliament or for ensuring the internal or external security of the state. It can also make staff changes.
The outgoing Cabinet is limited only in its right to carry out foreign policy and to propose bills that imply the development and adoption of new programs of activity.
To appoint a new government, the president must consult the parliamentary groups and then out forward a candidate for the seat of Prime Minister. In 15 days after he is nominated, the candidate must present to the MPs the membership of the new Cabinet and a governanment program in order to receive a vote of confidence from the parliamentary majority.
