Lawyer: All investigation standards violated in the case of the brutally beaten young people

Lawyer Vadim Vieru said that all standards of an efficient violent crime investigation were defied in the case of the two young people, who were beaten to death a few days ago in the center of Chișinău . The lawyer's assessment is based on the fact that the perpetrators were detained, then released shortly, while investigators did not ensure that the alleged attackers would not try to attack the victims again or would cover up the evidence.

"After being released from custody due to being considered harmless, the alleged attackers could have gone to the Emergency Hospital, knowing that the victims were probably there and could have committed other crimes. They could have gone to the crime scene in order to identify witnesses and cover up evidence. Additionally, the young people could have collaborated among themselves in order create their own version of the events as to mislead the criminal prosecution officer", said Vadim Vieru during the TV8 show "Cutia neagră".

The father of one of the victims, Nicolae Crăciun, said that his son's friend, who was also attacked during the incident, has already received threats from a person close to the group of aggressors. Nicolae Crăciun said that he contacted the press in order to publicize this incident due to fears that the case will be covered up. Additionally, the man said there was an attempt to influence the investigator via telephone call regarding the identity of the young aggressors. According to the father, the alleged attackers should have been kept in custody in order to clarify all the circumstances, however, they were released from the police inspectorate and they were no longer under arrest the next day.

Former Deputy Minister of the Interior, Ghenadie Cosovan, said that "the Republic of Moldova is reaping the fruits of the so-called reforms that took place between 2012 and 2013 when the process of maintaining public order and combating crime was deteriorated". According to him, the reform excessively centralized the police force, taking away all the instruments of the regional police, including the Municipal Police, and empowered the General Police Inspectorate. "If the Buiucani Police Inspectorate commissioner previously had at his disposal the patrol, the sentry and other instruments, currently the patrol service is divided in two components: the road patrol service and the park patrol. Now, due to a large number of accidents, all resources were focused on road patrol", said the former deputy minister of the Ministry of Interior.

Two young people were riding their bicycles in the cathedral park when they were attacked by a group of six people on Thursday evening, October 24. One of the victims was admitted to the hospital in a serious condition. According to the police, the six suspects were detained and identified. They turned out to be males between the ages of 17 and 32, two of whom were minors. Subsequently, they were released from custody because they did not pose a threat to society. As a result of how the case was handled, the deputy head of the Inspectorate and the head of the Criminal Investigation Section of the Buiucani Police Inspectorate were suspended from office over the course of the investigation.
