Law is good, but poorly implemented, NGO members

The legislation specifying the method of cooperation between civil society and the local and central administration is good, but is not appropriately implemented. Related conclusions were reached by the participants in the International Conference on the Financing of Civil Society Organizations by the State: New Opportunities for Developing the Civil Society Sector of Moldova, Info-Prim Neo reports.
Sergiu Neicovcen, director of the National Assistance and Information Center for NGOs “Contact”, said the law concerning transparency in decision-making is a very good platform for communication and cooperation between civil society and the authorities, but is poorly implemented.
”The way the law is implemented must be assessed. We should identity the problems and shortcomings and suggest solutions for dealing with them. I think a feasible idea is to establish a sustainable partnership between civil society and the authorities,” said Sergiu Neicovcen.
The interaction between civil society and the authorities can be also improved by working out a common experience exchange program that will include fact-finding trips to different countries. Such activities will develop the capacity of the public servants and representatives of civil society to implement the law on transparency in decision-making, said the participants in the conference.
”We also propose identifying an efficient mechanism for promoting partnership relations with colleagues from the Transnistrian region. Neither the National Participation Council not other participative bodies include representatives from Transnistria and this drawback should be removed,” said Sergiu Neicovcen.
The International Conference on the Financing of Civil Society Organizations by the State: New Opportunities for Developing the Civil Society Sector of Moldova was organized within the FHI 360 Moldova Civil Society Strengthening Program that is supported by USAID. The event was held under the auspices of experts of the European Center for Not-for-Profit Law.
