In the 13th detention isolator from Bernardazzi Street of Chisinau municipal there are currently 61 imprisoned minors, of which 59 boys.
The Chisinau municipal public prosecutor, Vasile Pascari, during a press conference on Friday, October 13, declared that in the case of minor delinquents, prosecutors seek to apply educative measures, and only if these means are not feasible, and the committed crime is very serious, the minor can be deprived of liberty for a maximum of 15 years. According to Pascari, in accordance with the modifications from August 2006 in the Penal Code and Penal Procedure Code, the detention terms for minors were significantly reduced and were brought to an international standard.
According to the cited source, the municipal magistracy stands for applying minors penalties significantly more mild that to adults, because their age doesn’t allow them to realize the bad in their deeds. But prosecutors believe that severe crimes of minor persons should be punished, including by imprisonment.
Information of the municipal magistracy show that, at present, felonies committed by minors are caused by poverty and lack of surveillance, caused by the fact that many parents have left the country. Minors also commit crimes because of drug consumption and even because they are influenced by movies with a violent character, that are present on almost all TV channels.
In the 9 months of this year, minors have been involved in 371 penal cases, with 120 less than the same period of the last year. Chisinau municipal judiciary instances have issued 206 condemning sentences and 2 acquittals for minors.
