13% of the measures planned to be taken in the justice sector last year were not carried out owing to the challenge and resistance put up by some of the justice system players, Minister of Justice Oleg Efrim said in a meeting of the National Council for the Reform of the Law Enforcement Bodies, IPN reports.
Oleg Efrim pointed to the insufficiency of funds and qualified human resources, the delays and inaction. 56% of all the reform actions were implemented, while the rest are being carried out.
The minister said the 2013 budget for managing and developing the justice sector is by 60% higher than in 2012. Among the achieved results is the adoption of two bills on the organization and functioning of the legal system. “The process of implementing the justice sector reform started successfully,” stated Oleg Efrim.
Kaido Sirel, Head of the Operation Section of the EU Delegation to Moldova, congratulated the players involved in reforming Moldova’s justice secretor, assuring that the EU will continue to actively support this process. About €60 million in assistance will be allocated by the end of 2016, which is almost half of the total cost of reform.
The National Council for the Reform of the Law Enforcement Bodies was constituted last August to regularly assess the process of implementing the justice sector reform strategy for 2011-2016. It is headed by Moldova’s President and has three deputy heads, a secretary and 35 members.
