JCC unable to discuss blockage of students at Dorotcaia checkpoint

At its latest meeting on Thursday, the Joint Control Commission (JCC) was unable to discuss the situation that occurred two days ago when four buses of the Latin-script lyceum Stefan cel Mare were temporarily barred from passing through a checkpoint near Dorotcaia village. The Moldovan delegation to the JCC said in a press release that the Transnistrian side opposed the introduction of the issue in the meeting's order of the day.
The meeting started with heated debates over the proposed order of the day, among whose highlights were the reports of investigation groups in Bender, a district with an enhanced level of security. The Transnistrian delegation insisted that only crime rate-related issues be discussed, unwilling to address issues concerning the activity of the joint investigation group.
The Moldovan delegation also requested the inclusion of the Dorotcaia issue in the order of the day, noting that those actions had a destructive character, were at variance with the confidence-building spirit and represented a serious violation of human rights, in particular the right to freedom of movement. Despite this, after several hours of debates, the issue was not accepted into the agenda.
Another important issue discussed at the meeting was the approval of a list supplementing the Guidelines on situations where the deployment of military observers is mandatory. The list was approved in 2010, yet the Transnistrian delegation later claimed the document was missing and insisted that all JCC's decisions on this matter adopted since 2006 be revised. In this regard, the Moldovan delegation has expressed its regret that the Transnistrian delegation is refusing to implement the Guidelines in practice, noting that the nonconstructive and obstructionist attitude showed by the Transnistrian delegation could create a dangerous precedent of failure to implement the already adopted decisions and of unilateral revision of JCC documents pertaining to the peacekeeping operations.
Discussions on this subject will be continued at the JCC's meeting on November 29.
