On the 27th Independence anniversary, we regrettably have a state that does not actually belong to the citizens as that state of Soviet origin continues to exist in Moldova with small adjustments, Liberal-Democratic MP Iurie Țap stated in a public debate staged by IPN News Agency and Radio Moldova.

According to Iurie Țap, all the periods after the declaration of Independence saw both successes and failures. For example, the law on local self-government was a good start, but its implementation wasn’t appropriate. Under the Constitution, the Republic of Moldova is a decentralized state. But 24 years passed and this desideratum hasn’t been yet achieved, probably because there was insufficient knowledge and no vision.

The MP noted that among the accomplishments of the governments that ruled after 2009, the signing of the Association Agreement with the EU, which includes the Free Trade Agreement, is the most important one as Moldova cannot succeed without assistance from outside. The governments that ruled after the declaration of Independence didn’t manage to build a state for the citizens and to create an efficient system for managing the state affairs.

The MP said the reform strategy for 2016-2020 clearly says that the reform of the administration based on the decentralization of power is the general objective. But the political class didn’t want real reforms. “The ruling parties weren’t classical, doctrinaire parties. The leaders of political parties and a narrow group of people promoted sector, momentary interests and the control over the main flows of resources and the economy in their favor. It is harsh, but this is the situation. We tried to oppose,” stated Iurie Țap.

According to the Lib-Dem, the current situation is very tragic. “The Constitution says national sovereignty belongs to the people. But we now have a parliamentary majority controlled by the PDM, which entered Parliament with only 19 seats. This means that Parliament does not represent the citizens. This parliamentary majority created the execute, which is not representative. Today we have a legislature, an executive and partially a judicial system that do not represent the citizens. But the representativeness of power is key,” he said.

Iurie Țap also said that the principle of national sovereignty is now violated in the Republic of Moldova. “The Independence is a facet of the principle of national sovereignty. The supremacy of power in the state is the second facet and this was practically usurped because it is not representative. On the 27th Independence anniversary, we regrettably have a state that does not actually belong to the citizens and does not provide those services that are expected by the citizens,” concluded the Lib-Dem.

The debate “Independence: steps forward and steps backward, in view of parties that held and hold administrative posts in the state” forms part of the series of public debates that are staged by IPN Agency and Radio Moldova within the project “Developing political culture by public debates” that is supported by the Hanns Seidel Foundation of Germany.
