Iurie Leanca: Pressure from outside is needed for fighting corruption

Former Prime Minister Iurie Leanca said pressure from outside should be exerted for the reform of the legal system to be done and corruption to be eradicated in Moldova. He made such a statement in the talk show “Interpol” on TV7 channel, IPN reports.

According to Leanca, changes are impossible without pressure from the European partners. “We should not be ashamed of the fact that we are unable to do reforms ourselves. In other countries, including Romania, high-ranking officials were convicted of corruption also owing to external pressure. It’s not enough to replace the people from the administration. The whole system must be changed, but without pressure from outside this is impossible. I think we will manage to do this through the European integration,” he said.

Iurie Leanca noted that the justice sector is the most corrupt area. “I know about a team of prosecutors and judges who cannot be dismissed or held accountable. They enjoy political protection and fulfill the orders of politicians. It’s known that the inconvenient persons can be blackmailed with criminal cases. Even if indirectly, I was also threatened this way, being warned that I could be held responsible for the thefts that started at Banca de Economii seven years ago,” he stated.

The ex-Premier made some revelations from the period he held the premiership “There were two centers of power in the government, where decisions were taken. Some of the ministers discussed with me, while others avoided me and discussed with someone else elsewhere. I wanted things to change after the elections. If I had remained Premier, this situation would have changed in several years,” he said.
 
Iurie Leanca also spoke about the concession of the Chisinau Airport and the theft at Banca de Economii. “The airport wasn’t sold, but only conceded. I was then provided with arguments why the contest for conceding the airport should be closed. A commission of deputy ministers selected the investor. I didn’t take the decision myself. But we had to do something as the landing platform was already damaged,” he stated.

As to Banca de Economii, Iurie Leanca said he will demand that the parliamentary commission of inquiry and the international audit company Kroll should do their duty till the end. He denied having been involved in the theft at this bank. “Some of the decisions were secret, but it was the conjuncture that required such actions. I didn’t take the decision concerning the loan from the central bank alone. It was a collective decision and was aimed at protecting the deposits of hundreds of people who bore no blame. But the process wasn’t completed. I don’t understand why the new government didn’t take the next steps. Some of the state institutions didn’t do their job in this case,” he stated.
