The level of fulfilling the commitments undertaken by the Republic of Moldova based on the Association Agreement with the EU in agriculture and rural development is very low. Such a conclusion was reached by analysts of the Institute for European Politics and Reforms (IPRE) after assessing the level of implementing the planned measures and of transposing the EU regulations and directives to the national legislation, after approximately a year and a half of the approval of the plan of action, IPN reports.
According to the authors of a relevant analysis, the measures to fulfill four of the eight commitments were taken with delay and only in one case the measures were carried out on time. In the case of the other three commitments, the measures are under implementation.
Based on the thematic analysis, the IPRE suggests concentrating all the efforts, both of Parliament and the Government and of other responsible public authorities, on removing the shortcomings. This can be done by identifying the causes for the delays, taking agriculture and rural development out of the shadow and improving the future planning level, especially by taking into account the necessity of setting a time limit for carrying out particular activities.
The Institute says the main commitments assumed by the Government of Moldova in the area of agriculture and rural development are stipulated in Chapter 12 of Title IV of the Association Agreement with the EU and in Annex VII to the same Chapter. Also, the national plan of action for implementing the Moldova - EU Association Agreement for 2014-2016 defines the measures that will be taken in the period to appropriately fulfill the undertaken commitments.
