Last Friday, informing the readers about the presidential decrees on the obtaining/regaining of Moldovan nationality, I had a presentiment: I said that we should now expect a decree on the renouncing of Moldovan nationality. So, the same day, December 1, another issue of the O.G. informed that 340 citizens renounced the nationality of the Republic of Moldova (Decree No. 458, November 27, 2017). Is this figure high or low? To generalize, I looked through all the issues of this year and established that 243 persons obtained/regained Moldovan nationality, while 1,129 persons renounced the nationality since January 1 until now.

This is rather worrisome, if it was the case to raise this painful issue!

Today’s issue of the O.G. contains the amendments and supplements made to the Road Law (No. 509/1995). These are designed to create a more efficient mechanism for financing the maintenance and repair of public roads. These changes are opportune if we look at the quality of our roads.

On the Government’s initiative, the Law on public monuments No. 192/2011 was amended, in particular the norms concerning the monument protection areas and the creation of a national database of these.

The same issue includes the Decision on the implementation of Parliament Decision No. 45/2017 concerning the Report by the special commission for improving the legal framework on alimentation in preschool education institutions (the report was compiled following deficiencies reported by parents, public and inspection organizations). The document defines the tasks set before the Government (until April 2018), in particular to amend particular regulations on this important segment for the health of the growing generation.

Among the published Government documents are several decisions aimed at improving public health: approval of the National program on tobacco control for 2017-2021 and the plan of action for implementing it (No. 1015, November 23, 2017), in particular, the approval of the National program on diabetes prevention and control for 2017-2021. Thus, the plan of action for implementing this (No. 1030, November 30, 2017) stipulates that the authorities will step up the measures to prevent diabetes by early detection of chronic complications, stopping of their development by appropriate treatment and provision of rehabilitation methods. Measures will be also taken to improve medical assistance. The medical centers will be outfitted with modern equipment, while the medical personnel will attend refresher courses.

Among the objectives set out in the program are to reduce the number of persons at risk of developing diabetes by 10% and mortality from cardiovascular diseases among diabetics by 20%.

Under the document, the diabetics will be mandatorily provided with pharmacological preparations. There will be created an electronic register of patients with diabetes to more efficiently monitor these.

Ambitious goals and large-scale measures whose implementation should be appropriate!

As in last Friday’s issue, the current issue contains acts of the Central Election Commission, but many of these have already produced their effects and have no normative character (like the decisions on the confirmation of representatives with the right of consultative vote in the CEC, observers or persons in charge of finances for the period of the campaign prior to the new local elections of November 19, 2017). It’s true that this way the law is observed, but the legal norms can (and should) be amended if it’s necessary.

In fact, this also applies to some of the acts of the Broadcasting Coordination Council of the Republic of Moldova (Decision concerning the organization of a seminar with journalists (No. 28/205, November 13, 2017), for example).
