November 4: After two failed attempts to name Irina Gutnic deputy mayor by the decision of the Chisinau Municipal Council, the candidate was appointed to the post by an order made by mayor general Ion Ceban. Irina Gutnic, who now serves as director of SA “Apă-Canal Chișinău”, must renounce once of the two posts within 30 days of the appearance of incompatibility.

November 4: The Chisinau City Council voted to transfer the loans borrowed in 2014 by the water utility Apa-Canal Chisinau (ACC) from the EBRD and EIB. Now the loans, worth 21 million euros each, are to be paid by the Chisinau Mayor’s Office, which acted as guarantor when they were taken out. The measure, according to ACC, will enable the City Council to adjust the water and sewer rates bypassing the National Energy Regulatory Agency. And the increased rates will help the utility out of its difficult financial situation.

November 5: The Chisinau City Hall has made available the second installment of the one-time 700 lei payouts to help children from underprivileged families attend school. This second stage of disbursement benefits about 1,575 recipients of the total +8,000 pupils, based on lists compiled by the municipal Education Directorate.

November 7: As many as 46 small entrepreneurs from different regions of Moldova came to the fair staged in Râșcani district of Chisinau to promote national products last weekend. The smell of pressed cheese, honey, dried fruits and wine spread broadly and attracted visitors. Producers told that they do not have many trading places and such fairs help them to sell their merchandise. The crises, drought and higher prices made them to slightly increase the prices of the exhibited products. Fairs with national products staged by the Chisinau City Hall were also held in other districts of the city on other weekends.

November 7: The 2022-2023 heating season started in the municipality of Chisinau on Monday, November 7. The General Public Amenities Division aims to connect all the apartment buildings in the municipality to the heat supply by the end of this week. The Division’s head Ion Burdiumov said that according to the information furnished by November 4, the municipal housing stock, including the blocks managed by dwellers’ associations, is fully ready to be connected to the heat supply.

November 7: The 2022 Youth Week is celebrated in the municipality of Chisinau during November 7-13. The authorities said the organized activities are aimed at realizing the potential of the young people from the capital city by informing and actively engaging them in different activities. This way, different activities will be staged in the four youth centers situated in Centru, Buiucani, Ciocana and Râșcani districts. All the activities organized by the Youth Center are absolutely free and are open to anyone aged between 14 and 35.

November 8: A parking lot with 140 places was built on Ion Creangă St in Chisinau, near the Dendrariu Park. The parking lot next year will be outfitted with an access control system. The Chisinau City Hall said the works on the parking lot started in 2021, following the building of the water supply and sewerage system, as part of the project to extensively repair Ion Creangă St, and covered an area of 4,000 square meters.

November 10: The Chisinau City Hall is to approve a 10 million lei project of natural solutions for rehabilitating the Byk riverbed, mayor general Ion Ceban announced in an international scientific and practical symposium entitled “Conservation of urban biodiversity as a precondition for sustainable development”. “The witnessed climate change influences any city, any region and will yet significantly influence in the not too distant future. We need to adjust to these risks and look for other solutions than those identified so far and we are in the process of identifying such solutions. We need to take the natural solutions into account and be maximally ready for any type of risk. Resilience in urban areas matters a lot,” stated the mayor.

November 12: The water pipeline on the section of Korolenko St up to Testemițanu St has been renovated. The D-400mm ductile cast iron pipe was repaired on a distance of about 400 meters. SA “Apă-Canal Chișinău” said that together with the completion of the renovation works, the consumers in this area will be supplied with high-quality services. “No accidents will now occur in the water pipeline going along Vladimir Korolenko St now that the pipeline repair works were finished, being executed with the financial support of the Chisinau City Hall,” the water supplier noted in a press release.

November 14: More than 17 trees and bushes were planted in the capital city on November 12. In total, the Chisinau City Hall intends to organize the planting of 60,000 saplings by the end of autumn. Planting works this week will take place on the territory of educational institutions, acting head of the Green Areas Association Victoria Covali stated in the ordinary meeting of officials of municipal services. Among the planted trees were such species as poplars and acacias, which grow quickly, and sycamores, which were planted primarily by the roadside.

November 15: Plane trees are being planted along Dacia Blvd in Botanica district of Chisinau. The municipality said that besides their landscape features, these trees are long-living and their wood is resistant to strong winds and tempests. “Dacia Blvd in Chisinau will have a different appearance. About 100 plane trees have been planted as part of the tree planting campaign launched last weekend,” said mayor Ion Ceban.

November 15: In newly erected apartment buildings in Chisinau, installing smart water meters is mandatory. This is provided in a draft decision that was approved by the Chisinau Municipal Council. The head of the group of the Party of Socialists in the Council Alexandr Odintsov said that together with such a decision, the technical requirements will contain the obligation to set up smart water meters that enable remote reading in new blocks. This will allow optimizing the work of the water supplier “Apă-Canal Chișinău”.

November 18: Approximately 130 access ways to kindergartens and schools in Chisinau will be repaired next year. These are the access ways to over 40% of the total number of educational institutions in the capital city. According to the municipality, these were chosen by a municipal commission taking into account the wear degree of the infrastructure that ensures access to educational institutions. Mayor of Chisinau Ion Ceban said the works include the rehabilitation of sidewalks, replacement of curbs and asphalting of the roadway. The value of the contract is 91.5 million lei. The contract for the execution of works was won by SRL “Vicoliv Grup” at a public tender contest.

November 19: Tree and shrub planting efforts continue in all districts of Chisinau. On Saturday, Mayor Ion Ceban joined municipal workers in planting trees at educational institutions in Ciocana district. Ceban declared that together with the team he will plant trees at educational institutions rehabilitated by the municipality. This includes Gloria High School, which specializes in sports, and Pro Succes High School.

November 21: The General Public Amenities Division of Chisinau purchased 1,200 tonnes of salt that is to be spread on roads covered with ice. The snow removal and other types of equipment is ready for winter works and two more tractors and salt spreaders are to be shipped this week. The Division’s head Ion Burdiumov said the purchased salt was distributed to all the districts of Chisinau. By 1 tonne of salt will be transported to the municipal housing stock managing enterprises.

November 21: The General Public Amenities Division initiates public consultations on the Chisinau Municipal Council’s draft decision concerning the regulations on construction and demolition waste management. The municipal authorities aim to create the necessary conditions for managing this type of waste in conditions of safety and without damage to the environment.  Vasile Efros, head of the Division’s Territorial Development and Environment Unit, said that a store for managing construction and demolition waste will be set up at 36 Calea Ieșilor St in accordance with the CMC decision of September 28.

November 22: Specialized municipal services bought 5,000 tonnes of salt and 6,000 tonnes of sand for ice and snow control in the 2022-23 cold season, with another 3,500 tonnes of material still in storage. Transport and Roads head Vitalie Mihalache said this amount should be enough for the entire cold season, given that 9,700 tonnes of mixture and 675 tonnes of salt were used last year. If necessary, additional amounts will be ordered. The municipal road utility Exdrupo operates a fleet of 47 trucks and 23 special vehicles for ice and snow control. Last year, it bought two special vehicles for 6 million lei, and next year the company plans to purchase two more.

November 23: In the municipality of Chisinau, almost 80% of the Ukrainian refugee children whose needs were assessed had access to the services of community centers for children and young people, day camps, youth centers and rehabilitation services. There were identified 242 children in situations of risk. The children exposed to risks were those who weren’t accompanied by authorized persons and those in an imminent danger. The needs of 2,827 Ukrainian refugee children were assessed as part of the campaign “Help me to help you!” that was conducted by the Chisinau City Hall and the General Division for the Protection of Children’s Rights. According to deputy mayor Angela Kutasevich, the community of refugees was informed about all the services provided by the municipality of Chisinau.

November 25: A new basketball court is being constructed at the Theoretical Lyceum “Dacia” located in Ciocana district of Chisinau. This way, starting with the second half of the 2022-2023 school year, the lyceum’s students will be able to play basketball in modern conditions.The General Public Amenities Division said the works include the building of the court and sidewalks and the installation of furniture. Under the contract, the total cost of works is about 1 million lei. The money was earmarked in the municipal budget.

November 25: The Chisinau Municipal Council (CMC) approved higher water supply and sewerage charges. The new charges are provisional and will take effect when the relevant decision is published in the local media. Under an adopted amendment, these will be applied until the National Agency for Energy Regulation issues its notification. Under the draft decision, the average charge for the public drinking water supply service will be 16.32 lei/m3, while for the sewage service – 6.62 lei. Respectively, the final charge will be 22.94 lei. For non-residential users, the charge for water will be 16.32 lei, for sewerage - 10.26 lei and the final charge - 26.58 lei (without VAT).

November 26: The young people in Chisinau aged between 14 and 35 can take part in volunteering activities and interest clubs and have access to personal development and animation services, career orientation, legal and psychological counseling. Since the start of 2022, more than 13,000 young people have visited the Municipal Youth Center. Youth-friendly places are created both in public spaces and in Youth Centers. The municipality has announced its intention to step up the activities to support the young people during the next few years. A strategy intended for the young people will be worked out. An objective is to obtain the European Youth Capital title.

November 28: This year the Christmas Fair will be staged in the Great National Assembly Square. The municipality took such a decision because the Cathedral Square is under repair. The artificial fir tree that was also used the previous years will be placed the coming days. And the Chisinau City Hall this year will traditionally organize the Christmas Fair in the center of the capital city and in other districts. All the decorations purchased the past three years are managed by the Chisinau City Hall, the divisions, enterprises and district head’s offices.

November 30: A new playground is being built in the yard of the apartment building situated at 8 Igor Vieru St in Ciocana district of Chisinau. The works are to be completed next week. Representatives for the General Public Amenities Division said that a slide and swings were placed there and the surface of the ground is being laid out. A playground was already put up at 18 Podul Înalt St in Ciocana. As the area was empty, people living nearby requested the authorities to build a playground there so that the children could play there. The works are executed as part of a project to build 30 playgrounds in yards of apartment buildings in Chisinau. The locations were chosen depending on the requests made by inhabitants of the capital city.

November 30: More than 31,000 children from kindergartens will get presents from the Chisinau City Hall on the occasion of the winter holidays. Aliona Delinschi, head of the Public Relations Division of the General Division of Education, Youth and Sort, said the gifts are distributed together with the start of winter performances in preschools. This year, there will be shared out 31,831 presents. The candies are accompanied by compliance certificates. A present costs 30.5 lei and contains candies.
