Any agreement signed by the parties that formed ruling alliances and are to form a new one has little value before the people. This is not authenticated and registered and cannot be thus taken seriously, Ion Dron, head of the Center for Initiatives and Public Authorities Monitoring, said in the public debate “What does civil society keep silent about? Views about the negotiations on the formation of a government coalition” that was held by IPN News Agency in partnership with Radio Moldova.

“This accord has little value for us, the people. I read what is written there without confidence as they showed that they signed it for the sake of appearances during six years. You will see that the content of the agreement will be different from the content of the government program and of parties’ programs, while their thoughts are different from these. The document does not have a legal value. I don’t know if in Germany or other states such agreements are registered somewhere, but in Romania the formed alliances are registered at the Tribunal and this gives them weight. What value can a signature put in public in our country have when we know that the real discussions are held elsewhere?” asked Ion Dron.

He noted that he cannot act as the current government’s envoy to the people based on a draft agreement proposed by the Democratic Party. “They do not respect even the government program. We should be more attentive to the way they have discussions, not to what is written there. What are the pension payment and education financing policies? They should make everything public and invite the press. They want us to discuss a rough. This is not a serious document,” stated the jurist.

Ion Dron called on all the MPs to sign a Justice Pact that would lead to the real reformation and radical modification of the system. He urged them to give up politically distributing the posts of prosecutor general, minister of justice, director of the National Anticorruption Center and others.

He considers that the situation can be improved if the rules of the game in society are changed. “The system of founding parties must be changed. We should see what electoral system is appropriate for Moldova, what form of government is suitable. I now take steps to form a working group for carrying out a study of the political and electoral systems of Moldova. I asked that an hour of debates should be offered to civil society on the public TV channel,” stated Ion Dron, noting things that go wrong can be changed only this way.

The public debate “What does civil society keep silent about? Views about the negotiations on the formation of a government coalition” is the 44th installment of the series of debates “Developing political culture by public debates” that are organized with support from the German foundation “Hanns Seidel”.
