The chairman of the Party of Development and Consolidation of Moldova, ex-Premier Ion Chicu, was invited to the National Anticorruption Center (NAC) over his claim about the alleged illegalities committed by the Commission for Exceptional Situations (CES), IPN reports.
“It goes to a complaint that I and my mates from the Party of Development and Consolidation of Moldova submitted in February to the Prosecutor’s Office, concerning the 60 ordinances adopted by the Commission for Exceptional Situations in the course of 2022. I clearly stated the violations that had evident signs of usurpation of power, illegal use of public finances, and many other illegalities committed by this Commission under the state of emergency,” Ion Chicu stated when going out of the NAC building.
According to him, the complaint was transferred from the Prosecutor General’s Office to the Anticorruption Prosecutor’s Office and later to the NAC. “Today, the investigation officer dealing with this complaint invited us to provide additional details for staring a criminal case on this case, I hope, as we provided all the relevant evidence,” said the leader of the PDCM.
The ex-Premier considers the violation of the legislation should not remain unpunished and should not represent a kind of “carte blanche” for the new Government and the new CES.
“This Commission for Exceptional Situations fulfills duties that are actually not within its remit. And there is also the Constitutional Court’s decision of the summer of 2020, which clearly provides that the executive branch cannot arrogate to itself powers of the legislative branch,” explained Ion Chicu.
According to him, the CES took a number of decisions that do not bear any relation to the state of emergency, the energy crisis or the war. “For example, the decision concerning the procedure for marking the packs of cigarettes that was adopted by the CES. What connection does the given Commission have? Or the VAT exemption on the export of vegetal oil without the right of deduction. What is the CES’s relation to this aspect? It’s clear that it goes to abuse of power and usurpation of power in the state,” he noted.
