Ion Chicu: If health insurance policies are not purchased, Moldova’s health system will fail

Prime Minster Ion Chicu said that each citizen of the Republic of Moldova is obliged by law to have a health insurance policy. The official noted the sustainability of the health system, including the salaries of medical personnel, equipment and COVID-19 testing, depends on the number of bought policies. He referred to the Commission for Exceptional Situations’ decision by which the Moldovans from the diaspora are obliged to purchase health insurance policies when they return home, IPN reports.

“The health system of Moldova since 2003 has been almost exclusively financed with the health insurance premiums paid by us, the citizens, and the transfers from the state budget are intended only for those categories of people who are financed by the state, such as children, students, persons with disabilities, pensioners for who the state pays. In the case of officially employed persons, this contribution is paid by the employer each month. When the person is not officially employed, this is obliged to buy a health policy by March 31. This should be done by everyone,” Ion Chicu stated in the Special Edition on TV8 channel.

Even if a large part of the Moldovans who return home these days practically are not residents of the Republic of Moldova, Premier Chicu said these should show solidary.

“There is the principle of solidarity and insurance. Either you are served by the health system or not, you should purchase a health policy. It can happen that you do not need assistance for ten years, but the eleventh year you undergo surgery that costs the state 100,000 lei or more. The fact that the healthcare system is imperfect, that the respective services are not always provided does not mean that we should not buy policies. Or the doctors of the Infectious Diseases Hospital “Toma Ciorbă” will not have salaries, equipment.”

The official stated that no one will be exempted from paying the health insurance policy, except for those who are insured by the state.

“We are all equal before the state and should buy a health policy by March 31 or the health system will fail. We must pay the policy or the doctors will not have salaries, coronavirus tests and all the other things. In Moldova, there are persons who face much bigger problems than those who worked outside the country. We are obliged by law to buy a health policy and we should obey the law,” said Premier Chicu.
