The Liberal Party calls on the inhabitants of Chisinau to boycott the November 19 referendum as there are a series of legal arguments showing that this referendum is illegal and generates only disorder. The referendum is a democratic exercise if all the rules are respected, but when the one that is to be dismissed by a plebiscite is not allowed to take part in the campaign prior to the referendum and members of the Party of Socialists vote massively for this, the referendum is nothing else but political revenge, Ion Cebanu, chairman of the Liberal group on the Chisinau Municipal Council, stated in the public debate “Anti-Chirtoaca referendum: to take part or to boycott it, where and why should we put a tick?” that was staged by IPN.

According to him, the citizens have no reasons to take part in this plebiscite, which is just a whim of the Socialists who are noxious for the Republic of Moldova because they want to collect votes and destroy this country’s future by cheap populism. Owing to the Socialists, hundreds of draft decisions wait to be examined by the CMC for years, while the Party of Socialists stages shows and only criticize, but didn’t submit proposals and solutions. They understand that they lose this referendum and after the day of November 19 will have to answer before the people what they spent 9 million lei allocated for the plebiscite on.

Ion Cebanu considers the Socialists have big problems related to this referendum as they realize that they started to lose. “When the colleagues from the PSRM, who form part of the Chisinau District Electoral Council, vote not to allow Dorin Chirtoaca to act as a participant in the campaign, one starts to question the necessity of this referendum. But the attitude of the electoral bodies is also important and you, those who call yourself civil society, should be concerned about this as in a year we will have parliamentary elections, but the challenges at the Central Election Commission are not examined publicly, we are not invited to take part in these examinations, while this referendum was launched without explaining clearly who and how should take part in it, with a series of irregularities being committed,” stated Ion Cebanu.

In the same connection, the Liberal councilor accused the Socialists on the CMC of blocking the proposal concerning the thermal insulation of all the buildings in Chisinau for two years and of delaying the approval of the municipal budget and other important decisions.

According to Ion Cebanu, there are no social arguments in favor of the referendum, only political ones given that the request to organize such a referendum was made by a political party. If a referendum meets the norms of the Election Code, it is welcome. But when all the rules are violated, no argument can exist in this regard. It is serious when everyone ignores the recent resolution of the Congress of Local and Regional Authorities of the Council of Europe, which says that a lot of illegalities are committed in relation to Dorin Chirtoaca and other leaders of the local administration.

The public debate “Anti-Chirtoaca referendum: to take part or to boycott it, where and why should we put a tick?” was the 79th installment of the series of debates “Developing political culture by public debates” that are staged with support from the Hanns Seidel Foundation of Germany.
