Ion Ceban wants open and transparent City Hall

The inhabitants of Chisinau municipality will no longer wait for months to get responses to petitions or the documents that they need from the subdivisions of the City Hall. All the decisions taken by the local public authorities will be published on the website of the City Hall. Such promises were made by the Party of Socialists’ candidate for mayor of Chisinau Ion Ceban, IPN reports.

In a news conference, Ion Ceban said the lack of transparency generates corruption. The ensuring of transparency at the local level is one of the objectives included in his electoral platform and he will focus on the achievement of this from the very first days of his term in office. To ensure the people’s access to information, all the proceedings of the meetings of the Chisinau Municipal Council, the executive and the commissions will be made available online, as will be the video archives. The documents of the local public administration will be digitized and kept in a common archive to which the people will have access.

According to the candidate, now the citizens have to wait for months to obtain a document and to even pay bribe sometimes. The problem will be solved by creating a service provision center that will work like a one-stop shop. The document issuing periods will be strictly regulated. There will be also set up an electronic petitions center and launched the “electronic house” system that will enable the users to access information about the buildings where they live, such as the program of repair works or the interruptions planned by suppliers.

Ion Ceban said that immediately after he is elected mayor, he will order to modernize the website of the City Hall so that the information is available in three languages – the official language, Russian and English. The documents at the City Hall and district head’s offices will be translated into Russian so as to ensure the Russian speakers’ access to these. The local administrative bodies will be obliged to issue responses in the Russian language if the application is formulated in Russian. Budget funds and the services of volunteers will be used to translate the documents.
