[ - A large delegation of your company had been in Moldova during two weeks. Who are you, what economic potential do you have and why Moldova should be interested in the investments that you intend to make?]
- We represent the Chinese company NK Allfriends INT'I Business Consulting Limited that is one of the main members of the Moldovan-Chinese Social-Economic Cooperation Association. “Allfriends” is an international investment platform, while its investment capacity is based on the investors’ support and trust. There are many shortcomings hindering Moldova from developing economically. They can be removed with the help of foreign investment. The foreign capital can play an important role in Moldova’s economic development.
[ - Why are you interested in investing namely in Moldova?]
- We formulated our investment plans in Moldova taking into account its geographic position between the CIS and the EU, which are two major economies that significantly contribute to the development of the world economy. Furthermore, Moldova offers concessions to foreign investors. Therefore, any investor that has analysis abilities will find Moldova attractive.
[ - In what fields and how much money do you intend to invest in Moldova? In the meetings you had with Moldovan officials and businessmen, you made public rather large figures for Moldova’s size...]
- Every investment project is specific. Particular risk-related assessments and investment plans are made for each of them. We must be responsible for the investments, for our shareholders’ benefit. We surely want to promote Moldova’s economic development and contribute to better living standards and improved quality of life as some of the projects are directly connected with this. For example, the Moldovan wines in China, marketing, medicine, health, municipal constructions and so on. The investments must increase step by step. Our investment program in Moldova is being drafted. At the first stage, we will invest at least US$500 million. We believe the initial volume is not large, but the investments will be raised gradually, with the growing trust of the shareholders.
[ - To what extent is Moldova safe from investment viewpoint?]
- In general, Moldova’s investment prospects are very promising, including from the viewpoint of investment security. As a businessman, I would like Moldova’s economic policy to be as clear as possible, while the government to be stable. This is the main key for assessing the investment process in Moldova and the analysis criterion for many investors.
[ - Will Moldova become more attractive, less attractive or remain the same over time]?]
- In order to foster economic growth, Moldova will have to create a good business environment and will thus become more attractive.
[ - What are the most serious investment-related problems that you face in Moldova?]
- I said above that a stable government and the economic policy are the most important aspects taken into account by the investors. Therefore, Moldova should deal with them as soon as possible.
[ - As we know, China imposes death penalty for cases of corruption. Do you think that Moldova should do the same?]
- Every country has its own specific features, its own legal system. We are simple businessmen for whom the observance of the law is the main criterion. We cannot comment on the laws of the two countries.
[ - Who are the Moldovans and Moldova in your opinion? Do we have chances and capacity for a possible “Chinese jump” in economy? Do we have capacity to achieve acceptable living standards in a predictable future?]
Frankly speaking, five years ago I did not know anything about Moldova. Now, more and more Chinese people know about Moldova. During different activities organized by the Embassy of Moldova in China, we found out about Moldova’s particularities. We learned then that the hero from our childhood cartoons - Stephan the Great – was in fact Moldova’s ruler. We found out that a Moldovan - Nicolae Milescu Spataru - in his book “Description of China” described China for the whole world. I would like Moldova to promote its history and culture so that the people know more about it. As far as I know, Moldova is open for foreign economic cooperation and I think the economic relations between Moldova and China will play an active role in promoting Moldova and encouraging its economic development, which will lead to better living standards and prosperity.
