International tender for selecting contractor of wastewater plant’s reconstruction

In late May, the municipality will announce an international tender for selecting the general contractor responsible for the reconstruction works of the wastewater plant in Chisinau municipality.
The Construction Division of the Chisinau City Hall will be tasked with organising the public auction, while the announcement will be published in “The Public Acquisitions Bulletin” of the Material Reserves, Public Acquisitions and Humanitarian Aid Agency and will be sent to the international financial institutions (the World Bank, European Bank for Reconstruction and Development etc.). The set of documents for participating in the auction can be bought from the Reconstruction Division, located on 31 August Street, 100, as of May 28.
The municipal authorities rely on a European standard project, based on the Feasibility Study and the already worked out stage of the project. The wastewater plant will have a processing capacity of 250,000 m³/24 hours.
Earlier, the construction of a new wastewater plant in Chisinau was postponed, after the local specialists in the field and municipal decision makers had estimated that investments worth EUR 300 mln could not be easily attracted.
The plant’s overall reconstruction needs about EUR 150 mln. About EUR 56 mln will be needed for the first stage, the most necessary for removing the stench that disturbs the residents. The reconstruction for the other plant’s facilities is planned for the next four years, depending on investments.
The authorities will also decide on the way of attracting investments: taking out a loan from EBRD or World Bank; either privatise or lend the utility. Specialists assert that the project’s implementation will further require price increases for water and sewerage to recover the investments.
